Research direction

Reproduce the issue in VSCode for the Web by opening a folder containing foo.txt and running :e foo.txt. Start from the stack trace in out/extensionWeb.js and trace the command-line handling that leads to vimState.commandLine being undefined. Done means the command completes without the key-handling error.
