Description

Is your feature request related to a problem? Please describe.
When I'm in VS Code and using the vim plugin, I'll move the cursor using the mouse and sometime highlight something by accident. This switches to visual mode in vim. I would like to stay in Normal mode when I highlight text. Is there a way to turn this off?

Describe the solution you'd like
When highlighting text while in normal mode, don't switch to visual.

Research direction

No file, test, or entry point is named. First reproduce the behavior in VS Code with the Vim extension by selecting text with the mouse while in Normal mode, then trace the mouse-selection handling. Done means accidental mouse highlighting no longer switches Normal mode to Visual mode.
