Description
When I turn on the editor.smoothScrolling, C-e scrolls smoothly as expected. But C-y becomes slow. Turning smooth scrolling off makes C-y working normally.

Research direction
Reproduce the slowdown in the VSCodeVim extension with editor.smoothScrolling enabled, comparing C-y with C-e and with smooth scrolling disabled. Trace the TypeScript handling for these keybindings and consider the issue done when C-y responds normally while smooth scrolling remains enabled.
