d-a-p has peculiar behavior when the cursor is above non-empty lines in the file
To Reproduce
A file with the following contents:
test1
test2
Place cursor on the first line, and run d-a-p.
It removes the final line only:
test1
Expected behavior
I'm not sure exactly — should it remove the whole paragraph or nothing? It definitely shouldn't behave as it does now though.

- Extension (VsCodeVim) version: 1.16.0
- VSCode version: 1.48.2
- OS: MacOS
