Description
Similar to #2936 but towards adding emulation of (at least the core parts of):
- vim-unimpaired's line exchange bindings
[eand]e - vim-LineJuggler likewise can provide
[eand]ebindings
These are basically thin wrappers around the :move command (example unimpaired implementation)
For now, I'll get by falling back on things like ddp and ddkP; however having line exchange as an atomic undo/repeat-able is much nicer.

Research direction
Start with the linked vim-unimpaired implementation and the related issue #2936, then inspect the existing line-movement and keybinding entry points. Use the :move command behavior as the reference; done means [e and ]e exchange lines as atomic, repeatable edits.
