Description
You can not switch between Japanese and English with IME on Windows OS.
If you check the locale ID in im-select.exe, both are 1041.
Is it because switching between Japanese and English is not a change in input method but a change in "input mode"?

Research direction
Start by reproducing the Japanese/English switching behavior on Windows with im-select.exe and compare the reported locale IDs. The issue is complete when switching between Japanese and English works through the extension, with the behavior verified against the input-mode distinction described here.
