Describe the bug
when typing utf-8 character will auto convert to non-utf-8
To Reproduce
Steps to reproduce the behavior:

  1. typing dd or ee or any utf-8 charter

Expected behavior
when typing dd expected đ but got d, ee expected ê but got e, this issue happen to all utf-8 character

Environment (please complete the following information):

  • Extension (VsCodeVim) version: 1.2.0
  • VSCode version: 1.32.3
  • OS: Windows_NT x64 10
