[Bug] The latest unstructured-inference version can't extract table normally, while old version can.

The bug exists on the following version:

Start at the partition_pdf call shown in the report and compare its table extraction behavior between unstructured-inference 0.8.1 and 0.7.19. Investigate why the newer versions return no Table elements for attention.pdf, then verify that the reported input produces four extracted tables without breaking the other options.
