Cannot access web settings via Docker

Description
I'm using the latest docker container for ums, and am trying to access the web settings added in #3016.
I'm unable to access the settings at /settings, or see any way to access them through the web UI (on either the new or old player)
I'm sure I'm missing something obvious!
