Description

Currently, int and uint vector types support bitshifting, but only with int and uint scalar values. It would be nice to have bitshifts also work on vectors of the same size, like HLSL supports as well.

Research direction

Start by locating the int and uint vector bitshift implementations and the existing scalar-shift coverage. Compare the desired behavior with HLSL's same-sized vector shifts, then verify that matching vector types shift per component consistently.
