add error message to EQ_DomainValues if api key is not supplied

Description
Now that ATTAINS web services require an API key, EQ_DomainValues does too. Currently, the function will fail if no API key is supplied but does not provide a message to users explaning why. Add an message telling users an API key is required if they don't provide one.
