Enforce a theme / Styles / Layout / URLs in the SiteWrapper for 21st Century

Description
In a recent meeting it was brought up that we should be more consistent. (For example the title / header /etc are expecting of a district to populate with no real standard, currently)
This was presented as following a "template" across the WM sites to be compliant with the 21st Century/508 compliance.
I propose we create an "agency" parameter that the SiteWrapper can (optionally) accept. When provided it will set default footer links and build them based off the standard DMA links replacing district 3 letter where required via the subdirectory path.
We could also allow districts to still over-ride things like the header, or possible just append to it with the normal dropdowns. (The same or otherwise as the DMA sites)
