Description

In a previous meeting we discussed creating some form of sub header within Groundwork that would allow districts to create sub-headers within A2W proper.

While this is primarily a water management issue. Other endusers of GW could benefit from having a sub header flag in the <SiteWrapper subHeader={} />

Here is a very rough mockup of what that might look like:

The intent would be to allow users to navigate back and within A2W and also the sub sites.

There may also need to be additional labeling and this issue might be of relevance too:

Research direction

Start by reviewing the existing entry point and the rough mockup in this issue, then read the related issue #85 for additional context. Clarify the required labels and navigation behavior for A2W and sub-sites before implementation. Done means the agreed sub-header behavior is available to districts and other Groundwork users.
