Need tests of RatingMetadata paging

Description
Need to create tests that verify that the RatingMetadata end-point is paging through results correctly and not skipping ratings or returning a rating twice. Might have to do this in integration test with known database contents? Or use test-only ratings so that we can verify the contents?
