[Feature Request]: Keep map static on refresh

Description
Background
Currently, clicking the refresh button moves the map to its original extent- which makes comparison between different uncertainty slices difficult.
User Story
As a analyst, I want to view the map multiple times each session so that I can/will gain an understanding of the uncertainty.
Purpose
Remove the jump to the map default extent if the map is already within the vicinity of the study area.
