Description

Title: Assessing the economics of a protective measure designed at an AEF

User Story:
As a analyst using the SCT, I want to calculate compare a cost of a potential protective measure to the benefit

Notes:
Assuming we can build a perfect levee up to a design AEF e.g., .01. A with project EAD can be estimated, so that the "upper bound" estimation on the benefit can be derived with the difference between the w/ project EAD and the baseline EAD.

The user wants run this hypothetical analysis, comparing the benefits of this "perfect protection" scenario to the cost workup we already have in the SCT.

The below is a framework to estimate the "with project EAD".
