[Bug]: shapefile upload issues

Description
I can't seem to generate a working shapefile with qGIS despite previous success. I tried using the template provided from scratch, adding a polygon, and saving as ESRI .shp file with auto generated geometry and specified polygon geometry. I also tried adding a new polygon to previous working shp, as well as removing the previous polygons from that shp file.
Steps to Reproduce
upload zipped shapefiles and observe no response from SCT even after hitting 'refresh' versus response with older shp files
