Description

The error message when opening a non-existing file seems to talk about error parsing originating system, as opposed to saying that it cannot open the file.

Research direction

Start by locating the BinNormalisationUsingECAT8 implementation and tracing how it handles a non-existing file before parsing. Confirm the current error path and add or update a focused test if the repository provides one; done means the failure clearly reports that the file cannot be opened rather than an originating-system parsing error.
