Description

EvictingMap is pretty abstract and does not have any required hard dependencies on the rest of NativeLink. In addition this kind of map is likely useful to other people. Due to this, we should remove the remaining dependencies and publish it as an official crate.

Research direction

Locate the EvictingMap implementation and inspect its remaining NativeLink dependencies, crate manifests, and tests. Determine the package entry points needed for an independent crate and verify that the existing tests still pass. Done means EvictingMap has no unnecessary NativeLink dependencies and is packaged for publication as an official crate.
