Description

We need a standard internal and external api definition to allow users to authenticate during API requests. We also need to be able to track these users through time and tally up their execution time and bytes sent/received and publish somewhere.

Research direction

The issue names no files, tests, or entry points. Start by locating the existing API request handling and authentication boundaries, then clarify the internal and external API contract and the required tracking and publication destination. Done requires an agreed design and implementation scope for authentication, user tracking, execution time, and bytes transferred.
