Description
By default Reclient caches failed executions. It would be nice to be able to filter these so they don't get persisted. For example, the GrpcStore concurrency issue caused many builds to fail and now they won't re-try because they have failures in the action cache.

Research direction
No files or tests are named. Start by tracing the action cache persistence path and the GrpcStore behavior described in the issue; done means failed executions can be filtered out before persistence so later builds can retry them.
