[Idea] Creating a new user should also create a recipe and a bag for that user

In the admin Add New User configuration there may be an option / button that allows the admin to create a create a recipe and a bag for that user. The default name should be the same as the user-name.

The "end goal" may be an option for admins to select a template, that creates preconfigured recipes, that contain predefined bags. Only the new user bag is added at the top to allow the user to write stuff to their private bag.

Start with the admin Add New User configuration described in the issue and trace how a user is currently created. Define the scope with maintainers before implementation, including whether the initial request or the template-based end goal is intended. Done should include a decided admin flow that creates the user’s recipe and bag with the username as the default name, plus verification of the resulting data.
