Problem Description
When I tried to start cortext I get an internal error (no route to host) and here is some captures about the problem

Research direction
Start with the Cortex startup logs and attached error captures, reproducing the failure on Ubuntu 20.04 with Cortex 3.1.7-1 built from source. Trace the no-route-to-host failure and resulting 500 response; the work is done when Cortex starts without the alert and requests no longer return 500.
