should the default selected provider/la be national?
you can summarise the data files to get a "national" view... except, strictly speaking, it's not going to be correct. because we do some stuff like filtering values <5 out, only keep the top 6 diagnoses etc. so if it is a required feature, could build it into the data flows
This should come eventually, along with other geographies in PBM, particularly ICB. Our main users right now are NHP schemes and there'll be increasing attention from the LA perspective, so that's where we should focus immediately.

Research direction
Start by tracing how the Shiny app currently selects providers and local-authority geographies and how the data files are processed in the data flows. Clarify whether a national view must be calculated from source data to avoid existing filtering and top-six limitations, then define the feature as a selectable national geography with agreed aggregation behaviour.
