Description

Bubble plot of rank based on age-sex standardised bed days (y-axis) versus % change in rank over 5 years. Needs some thought about denominators and standardisation and how we handle TPMAs differently.

Research direction

The issue names no files, tests, or entry points. Start by resolving the denominator and age-sex standardisation approach, including how TPMAs should differ. Done means the app includes a bubble plot of bed-day rank against five-year percentage change in rank with those choices documented and applied consistently.
