Is this chart (waterfall) confusing when baseline is excluded? Could it be presented or described more clearly?

When "include baseline" is unticked, the baseline figure becomes represented by zero on the x-axis.
To me it seems unclear then that the red line at the bottom for estimate is showing a decrease in activity from the baseline. The bar doesn't have a clear directionality. Maybe we need to somehow indicate that zero is the baseline so it's clearer that the overall estimate is a decrease ("the red bar is going leftwards from zero").
I think this effect is partly created by the x-axis lacking any negative value labels in this example, which might have helped communicate the idea that the overall effect is to decrease activity.

Start by reproducing the waterfall chart with “include baseline” unticked and inspect the chart-rendering entry point. The work is done when the zero baseline, the decrease direction, and any negative x-axis values are clearly communicated in the chart or its description.
