Description
Currently we auto-upgrade scenarios in the inputs selection app, but see #442.
@yiwen-h suggested:
maybe we shouldn't auto-upgrade all scenarios - if they made a v2.2 scenario they should be allowed to leave it as 2.2; but they could make the conscious choice to upgrade their v2.2 scenario if they wanted to, to the latest version? something to think about if/when we [reimagine] the inputs app

Research direction
Review the inputs selection app and issue #442 first to understand the current automatic upgrade behavior and the related concern. Clarify the intended user flow and version rules before identifying implementation points; the work is done when users can consciously retain or upgrade a scenario as specified.
