Description
The NEE results for each mitigator are shown at the point that users input their 80% PI values. It's noted that the NEE horizon is 2039/40, but could/should the values be adjusted to match the horizon selected by the user? If users are using the NEE as a guide but their horizon is much shorter, will they notice/will it have any material impact on their selections? Would this just be a simple linear adjustment and is that even appropriate?

Research direction
The issue names no files, tests, or entry points. First clarify whether NEE values should follow the user-selected horizon and whether a linear adjustment is appropriate, then assess the material impact on mitigator selections. Done means an agreed adjustment rule and a defined way to validate its effect.
