Description

Because of the hybrid macro behavior each ns is evaluated twice, once for clj once for cljd. However we didn't plan for nses having conditionals and assumed the ns form is the same for the 2nd pass. We have to fix this.

Research direction

No files or tests are named. Start by reading the hybrid macro behavior and the linked Slack discussion, then trace how each ns form is evaluated for clj and cljd. Done means ns forms containing conditionals are handled correctly during both passes.
