Proposed solution: have the watch loop request cache entries for local dart files to be purged before proceeding to compilation.

Research direction
Locate the watch loop and the CLJD compiler's cache handling for local Dart files. Reproduce the issue by changing a local Dart file during watch mode, then trace when compilation is requested. Done means local Dart cache entries are purged before compilation so changes are picked up.
