Description
This would be especially useful for the Slow debuff, since AddSlow() takes a color argument, and often times modded features that use it are inconsistently colored because of the lack of an easy enum to use and do the guesswork for them.

Research direction
Start by locating AddSlow() and tracing how its color argument is exposed to modded features. The issue names no files or tests, so use nearby API conventions to determine where the color enum belongs. Done means modders can use a consistent enum for debuff grading colors, including Slow.
