Description
In the base API, there are functions such as Game():BombExplosionEffects() that can be used to trigger explosions, including tearflag effects. It would be useful to expose these as callbacks to assist in the creation of custom explosion effects for modded items, as well to have the ability to prevent explosions.

Research direction
Start by reviewing the base API functions such as Game():BombExplosionEffects() and how existing callbacks are exposed. Determine the callback behavior needed for custom explosion effects and for preventing explosions. Done means the relevant explosion events are available to mods with both effect customization and prevention supported.
