Research direction
Start by reproducing the FTP transfer between two Android devices on a hotspot, including a directory with more than 300 files. Trace the FTP server and client transfer path to determine why the listing is slow and the downloaded file is created at 0B. Done means the targeted file transfers correctly and the large listing is acceptably responsive.
