Research direction
Reproduce the failure by opening /data/misc/apexdata/com.android.wifi/WifiConfigStore.xml on a rooted Android 11 device, as described in the issue. Trace the error shown by the toast when the file is opened in the selected app. Done means root files open properly for editing without an error.
