Description
After freezing an adress in the Hex Editor and closing BizHawk makes that adress unable to be freezed again. Rebooting the core or reopening BizHawk doesn't fix the problem.

Research direction
Reproduce the issue by freezing an address in BizHawk's Hex Editor, closing the emulator, and trying to freeze the same address again. Trace the Hex Editor's freeze-state cleanup across exit and restart, then verify that the address can be frozen again without rebooting the core.
