Research direction
Start by reproducing the issue in the BizHawk dev build at commit 227bb47d7f1ef854c2ba99d0cac2c7693c845fd2 using the listed Cars Story Mode steps. Then trace the PPSSPP core's rendering path for the between-race transition. Done means the full transition screen renders without black areas while gameplay remains unaffected.
