Description

The most intuitive way seems to be simply binding 1 upward tick as a bool button and 1 downward tick as another bool button (if multiple ticks happened on the same frame, just count them as 1). Tho binding wheel movement to analog controls might be useful too.

Research direction

No files, tests, or entry points are named in the issue. Start by locating BizHawk's mouse and input-binding code, then determine how per-frame wheel movement is represented; done means upward and downward wheel ticks can be bound as inputs, with the proposed same-frame counting behavior addressed.
