For palettes, it could use a simple 256x128 bitmap as the interchange format, similar to NesHawk.

Research direction
The issue names custom Game Boy Color palettes, a 256x128 bitmap interchange format, and the NesHawk precedent, but no files or tests. Start by comparing BizHawk's palette handling with NesHawk's format and locating the Vivid label; done means custom palettes are supported and Vivid is renamed to Raw.
