Description
Currently it is set to true (on both cores.)
I don't know the effects of this, but seems counter-intuitive (maybe it needs an explanation of what it's really doing?)
Opening this for discussion so #2469 can be closed.

Research direction
Review the SNES initial-state setting in both cores and read the related issues #2469, #2010, and #2929. Determine what randomization controls and whether the default should change; the issue provides no file or test names, so completion would require an agreed decision and corresponding validation.
