What problem are you trying to solve with Submitty
The current form of enabling notifications when a student joins a queue supports only browser notifications. Webhooks can be a great way to receive notifications when a student joins the Office Hours queue.

Describe the way you'd like to solve this problem
The webhooks should be customized for each mentor/TA/instructor for each queue (or maybe even for specific hours/days) where they specify the URL, auth, etc. and the system sends a request when a student joins the queue.
