Provide assistance in setting up Apache configuration for user

Description
Right now, we wholly push onto the user the need to setup the appropriate apache configuration for Submitty, substituting in the appropriate certificate file and everything to use SSL. We could ask for Apache (and nginx after #2228) questions such as location of certificate files and it'll then attempt to stitch together the appropriate Submitty apache configuration for the user.
