What problem are you trying to solve with Submitty
In the event that a peer grader does not submit a peer grade, or that an instructor deletes a peer grader's grade and wants to replace it, an instructor should be able to submit a new peer grade under the name of the selected peer grader.

Describe the way you'd like to solve this problem
As of PR#13070, the edit peer component popup gives the ability to access and edit the components of peer graders who have not yet submitted a peer grade. however, clicking "save component" after editing a component for a yet to be submitted peer grade does nothing. Update its functionality to create a new submission as the selected peer grader.
