Description
If st2chatops is not installed, st2ctl restart gives you:
Failed to stop st2chatops.service: Unit st2chatops.service not loaded
This seems to really slow down restarts.

Research direction
Start with the st2ctl restart command and trace how it handles the st2chatops service when that service is not installed. Confirm the behavior with a restart in an environment without st2chatops and consider the work complete when restart no longer waits for or reports an unloaded st2chatops unit.
