Description
When placing *.yml config file in /opt/stackstorm/configs, - it's ignored.
After renaming it to *.yaml, - it works.
Both .yaml and .yml file extensions should be supported, according to:

Research direction
Start with the referenced constants/meta.py entry and trace where pack configuration files are discovered or filtered. Reproduce the behavior with a .yml file in /opt/stackstorm/configs, then verify that both .yml and .yaml files are accepted by the relevant configuration-loading test or workflow.
