Description
Add CIs to cover the following upgrade scenarios.
- RBAC disabled before upgrade -> RBAC disabled after upgrade
- RBAC enabled before upgrade -> RBAC enabled and same configuration after upgrade
The current st2_pkg_upgrade_e2e_test workflow handles case 2 by default and we can probably refactor it to also run case 1 as a separate test.

Research direction
Start with the existing st2_pkg_upgrade_e2e_test workflow, which currently covers the enabled-to-enabled upgrade scenario. Trace how its configuration is set up, then add coverage for the disabled-to-disabled scenario while preserving the existing case. Done means both upgrade scenarios run successfully in CI.
