Description

A Tirith server that thin CI clients call: centralised policy source, cached verdicts, no
per-runner install. Overlaps platform check (the hosted case is the platform) and plan
attestation. The question to answer first is the OSS/paid boundary; #165 (client-server
architecture) is the prior-art thread.

Research direction

Start with the prior-art discussion in #165, then compare the proposed hosted server-client mode with platform check and plan attestation. Determine the OSS/paid boundary and document the scope of the central policy source, cached verdicts, and thin CI clients; the research is done when those boundaries have a clear decision.
