Description
The kubernetes provider benefits first from the json member-selection work (same shape). Then
decide whether Tirith wants to be an admission/webhook citizen: ArgoCD pre-sync hook, Flux — review
tofu-controller, which runs Terraform inside Flux
and is the natural place a plan-reading policy hook would sit.

Research direction
Start by reviewing the referenced JSON member-selection work, then read the tofu-controller material linked in the issue. Compare the ArgoCD pre-sync hook and Flux integration possibilities, and document a decision on whether Tirith should support admission/webhook integration and what the provider enhancement would require.
