Description

One issue per artefact when picked up; the Docker image comes first because Jenkins, Harness,
Bitbucket and Azure DevOps integrations all consume it, and the pre-commit hook is the
cheapest and most-requested. Acceptance: brew install tirith, docker run stackguardian/tirith,
a pre-commit hook in the README, the Action listed on the Marketplace.
