Description
The PyPI project tirith-iac-governance exists; the GitHub Action is to carry the same name (with
room for several actions later), and the same terminology should be used in tirith itself. Align:
Action marketplace name, README/docs wording, install snippets, and any remaining py-tirith
references — without breaking existing pip install users (keep the old name as a stub or document
the migration).
