Description

The PyPI project tirith-iac-governance exists; the GitHub Action is to carry the same name (with
room for several actions later), and the same terminology should be used in tirith itself. Align:
Action marketplace name, README/docs wording, install snippets, and any remaining py-tirith
references — without breaking existing pip install users (keep the old name as a stub or document
the migration).

Research direction

Search the repository for py-tirith and review the README/docs, install snippets, and GitHub Action marketplace naming mentioned in the issue. Align those references with tirith-iac-governance, while keeping the old PyPI name as a stub or documenting migration; done means existing pip install users are not broken and the terminology is consistent.
