Description
Is your feature request related to a problem? Please describe.
Currently, our evaluators are pretty much static. We can't, for example, evaluate against another source of truth via REST API calls (imagine a usecase where the user is saving values in a centralized server and he/she wants to evaluate against those values saved in there)

Research direction
The issue names no files, tests, or entry points, and the proposed solution is still TBD. Start by locating the evaluator implementation and tracing how it currently obtains values; the scope and acceptance criteria for REST-backed sources must be defined before completion can be assessed.
